Description
Florida Power and Light Company needs an easement on the Heron Creek Middle School site in order to supply electric to a new electronic marquee sign for the school.

Recommendation

10. APPROVAL OF A TEMPORARY CONSTRUCTION EASEMENT AT RIVERVIEW HIGH SCHOOL FOR THE COUNTY'S WATER DISTRIBUTION AND LIFT STATION FORCE MAIN SYSTEM CAPITAL IMPROVEMENT PROJECT
Description

As part of the Landings, Riverview, Goldenrod and Beneva-Webber Lift Station Rehabilitation Capital Improvement Project number 55958A Sarasota County needs a temporary construction easement and a permanent easement on site at Riverview High School.



Recommendation

That the School Board of Sarasota County approve the temporary construction easement and the permanent easement for water distribution and lift station force main capital improvement project at Riverview High School.

AGREEMENTS/CONTRACTS

11. APPROVAL OF CONTRACT BETWEEN STATE OF FLORIDA, DEPARTMENT OF HEALTH AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The State of Florida, Department of Health will provide a Registered Nurse who will travel to district schools and provide complex medical procedures and services to students needing assistance. This will be for district schools that do not have a nurse on campus when services are required.

Recommendation
That the contract between The State of Florida, Department of Health and the School Board of Sarasota County, Florida be approved as presented.

12. APPROVAL OF THE APPLICATION FOR DRIVERS EDUCATION ENHANCEMENT FUNDS TO PROVIDE AFTER SCHOOL AND SUMMER PROGRAMS FOR THE 2017-2018 SCHOOL YEAR
Description
Pursuant to Section 318.1215, Florida Statutes and Section 122-35 of the Sarasota County Code, a $5.00 surcharge has been added to each civil traffic penalty in Sarasota County to enhance the funding of driver education programs in public and nonpublic schools located in Sarasota County. The funds are restricted to the enhancement of driver education programs and are to be used for direct educational expenses only. Only driver education programs that require a minimum of 30 percent of a student's time spent in "behind-the-wheel" training are eligible to receive funds.

Recommendation
That the application for driver education enhancement funds to provide after school and summer programs for the 2017-2018 school year be approved.

13. APPROVAL OF AGREEMENT BETWEEN SARASOTA COUNTY GOVERNMENT AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The School Board of Sarasota County, Florida and Sarasota County desire to enter into a Sarasota County Government Human Services Program Contract under which the School Board of Sarasota County, Florida will provide certain educational services for the VIP-ER Program participants in Sarasota County and Sarasota County will assist with those expenditures incurred in performing the specific program services, as desired.

Recommendation
That the agreement between Sarasota County and the School Board of Sarasota County, Florida be approved as presented.

14. APPROVAL OF AGREEMENT FOR SERVICES BETWEEN INDIVIDUALS TEACHING ADULT EDUCATION AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA THROUGH SUNCOAST TECHNICAL COLLEGE
Description
Agreement for Services for use in conjunction with the individuals teaching adult education classes at Suncoast Technical College.

Recommendation
That the School Board approve the form "Agreement for Services" for for use in conjunction with individuals teaching adult education classes at Suncoast Technical College as presented, and delegate to the Executive Director of the Suncoast Technical College, or his/her designee, the authority to sign the Agreement for Services in the future on behalf of the School Board.

16. APPROVAL OF THE WATER RESOURCES EDUCATION PROGRAMMING FOR SARASOTA COUNTY SCHOOLS GRANT APPLICATION TO THE SOUTHWEST FLORIDA WATER MANAGEMENT DISTRICT FOR ALL DISTRICT SCHOOLS
Description
CONTINUATION: Grant funds of $30,005 will provide field trips and other resources to help teach Sarasota students and educators about water resources.

COMPETITIVE: Grant funds of $2,500 will support the Woodland Middle School News Team by providing technology to improve their writing and public speaking skills.

19. APPROVAL OF THE CITIZEN SCIENCE KICK-OFF GRANT PROPOSAL TO THE COMMUNITY FOUNDATION OF SARASOTA COUNTY FOR LAUREL NOKOMIS SCHOOL
Description
NON-COMPETITIVE: Grant funds of $3,690 will allow Laurel Nokomis School students to visit Mote Marine Laboratory and Save Our Seabirds and participate in the eBird citizen science project to explore and learn about animal habitats and ecosystems.

20. APPROVAL OF THE MIGHTY MANATEES GRANT PROPOSAL TO THE EDUCATION FOUNDATION OF SARASOTA COUNTY FOR FRUITVILLE ELEMENTARY SCHOOL
Description
COMPETITIVE: Grant funds of $2,125 will engage Fruitville Elementary School third grade students in a multi-disciplinary marine life unit which includes reading about marine life and then visiting Mote Marine Aquarium.

MATERIALS MANAGEMENT

22. APPROVAL TO AWARD BID #17-0261 FOR SAFETY & SECURITY (SYSTEMS, SUPPLEMENTAL PARTS & SERVICE)
Description
Bids to provide 'Safety & Security (Systems, Supplemental Parts & Service)' were received from three vendors on September 13, 2016. The bids of COMCO, EVAC+CHAIR North America, LLC and United Security Alliance, Inc., were the best low bids meeting the advertised specifications. This bid is for a period of one year with an option to renew for two additional one-year periods. The funds for these purchases are contained in the transfer from capital budget allocated to the Safety & Security Department.

Recommendation
That the bids of COMCO, EVAC+CHAIR North America, LLC and United Security Alliance, Inc., for 'Safety & Security (Systems, Supplemental Parts & Service)' in an amount not to exceed $1,000,000.00, be approved as presented.

23. APPROVAL TO RE-AWARD BID #17-0380 FOR STC - FIRE SCIENCE ACADEMY BREATHING APPARATUS
Description
Bids to provide 'STC - Fire Science Academy Breathing Apparatus' were received on July 12, 2016 and awarded to Fisher Scientific Company, LLC (Fisher Science Education Business Unit) on August 16, 2016. The bid is being re-awarded to Municipal Emergency Services, Inc., due to Fisher Scientific Company, LLC (Fisher Science Education Business Unit) withdrawing their bid for incorrect pricing. The funds for these purchases are contained in the Internal Account lab fees collected from students.

Recommendation
That the bid to provide 'STC - Fire Science Academy Breathing Apparatus' be re-awarded to Municipal Emergency Services, Inc., in an amount not to exceed $60,502.28, be approved as presented.

CONSTRUCTION

24. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDERS(S)
Description
The Construction Services' Change Order(s) are summarized on the enclosure for ease of review. These changes collectively total a decrease of ($815,877.42) in gross contract dollars. Included in these change orders are ($815,877.42) credit for Direct Material Purchases; the corresponding Direct Material Purchase Orders of ($769,507.00) result in a net of $46,370.42in sales tax savings.

Recommendation
That the Construction Services' Change Orders be approved and/or ratified as presented.

25. APPROVAL OF AMENDMENT #8 WITH HARVARD JOLLY ARCHITECTURE FOR THE SARASOTA HIGH SCHOOL RENOVATION AND NEW CONSTRUCTION PROJECT
Description
The scope of work for the amendment shall include additional services work associated with: The redesign of Building #6 interior locker room spaces in order to increase area for lockers and to better utilize ancillary spaces to accommodate coaches, storage of uniforms and equipment. This will also include rehabilitation of the restrooms areas adjacent to the locker room areas. This includes all architectural changes and all mechanical, electrical and plumbing changes required for this renovation. The amount of this amendment is $50,000.00. Funds for this project are available through the project budge account.

Recommendation
That Amendment #8 to the Agreement dated May1, 2012 with Harvard Jolly Architecture for Sarasota High School Renovation and New Construction project be approved as presented.

26. APPROVAL OF UPDATE #3 TO THE 2016 ANNUAL CERTIFICATION OF PROFESSIONALS FOR CONSTRUCTION RELATED SERVICES
Description
The recommended professional has submitted request for annual certification by the School Board to provide professional construction related services for Sarasota County Schools' projects. This submission is in accordance with School Board Policy #7.71. The initial list was Board approved on 1/5/2016 (Item #19). The newly added firm is identified in the enclosure at the end of the initial listing. Upon Board approval, the pertinent date from this submission will be incorporated to the existing list.

That Update #3 to the 2016 Annual Certification of Professionals for Construction Related Services be approved as presented.

FINANCE

27. APPROVAL OF CALENDAR YEAR 2017 MEDICAL STOP LOSS INSURANCE
Description
The 2017 Medical Stop Loss Insurance policy renewal with Sun Life Assurance Company will increase for the calendar year 2017 as outlined in the memorandum attached.

Recommendation

28. APPROVAL OF SUPERINTENDENT'S FINANCIAL STATEMENTS FOR MONTHS ENDING JULY 31, 2016 AND AUGUST 31, 2016
Description
The Superintendent's Financial Statements for the months ending July 31, 2016 and August 31, 2016 do not reflect any unexpected trends for the first quarter of the 2016-2017 fiscal year. With the District becoming self-insured for health coverage as of January 1, 2016, the Internal Service funds reflect greater revenues and expenditures as well as restricted fund balance amounts when compared to the financial statements for the same time last year. In addition, budgeted usage of fund balance in the internal service funds are higher to cover claims that have been incurred, but not paid. The negative trend in the General Fund will continue until approximately November when property taxes are received.

Recommendation
That the Superintendent's Financial Statements for the months of July and August 2016 be approved by the Board as presented.

29. APPROVAL OF THE SALES TAX SURTAX III BUDGET AMENDMENT NUMBER FIVE
Description
The Sales Tax Surtax Budget Amendment Number Five will move funds from projects that have been completed using other revenue sources and from projects that will no longer be completed due to slower student enrollment growth. The amendment is based upon projecting districtwide needs through the expiration of the Sales Tax Surtax III on 12/31/2024.

Recommendation
